In contrast, Ukraine's military does not hide among civilians, making assessments more straightforward. Miller acknowledged that while the US can demand answers from Israel, the complexity of the conflict and conflicting claims in Gaza make definitive conclusions difficult.
He emphasized that assessing responsibility for a strike differs from determining whether the strike targeted a legitimate military objective, citing the absence of conflicting claims in Ukraine.

In Ukraine, past the hospital was an Air base that was targeted. It could have been an accident or a failed intercept missle. So yes, missles on both sides were in the air.
