I have been trying to help my in-laws transfer some old home movies. I bought a Sony NTSC Hi8 camcorder. The videos do not play correctly. I began thinking they may be PAL since my in-laws are from Indonesia. However, the actual tapes say NTSC on them. Is it possible that an NTSC tape was recorded with a PAL camera?
You can record PAL on NTSC tapes. Might be PAL. If the picture is black and white and or a scrambled look to them then they could be PAL. Good luck finding a PAL camcorder that works! Can I play a PAL VHS tape on an NTSC VHS tape player, and convert the signal to NTSC from the output from the NTSC player?
No
But you can play NTSC on a PAL vcr and it will output it as a NTSC 4.43 (your vcr should be compatible with this)

Elgato can't really handle SECAM properly , it shows nasty colors
Never tried. But in the settings it only shows pal and ntsc so not surprising.
@@gotmemories i tried Pal om elgato and it was perfectly fine, but it's nasty with SECAM
