The bad optics are the clear violation of the collective bargaining agreement. This isn't just a WNBA consideration. There's a reason this hasn't happened before. Salary caps in pro sports are designed to promote parity (so small-town teams can compete with large-market teams). The notion of city governments sponsoring (pay for play) local teams would open a huge can of worms that impacts every major professional sport.
