In a nut shell, what Professor Kramer is saying is that under Sumerian rule and latter during Akkadian rule under Sargon the great and his heirs woman held an equality with men, an equality reflected in their laws and upheld through the myths of their deities. However when power changed hands that equality quickly diminished, but in diminishing it was with one goddess in particular that later theologians had their troubles in dismissing and that was Inanna, later known as Ishtar, whom they never were able to completely dislodge from their ever morphing pantheons until they themselves were finally wiped from memory and laid under the sands. (Perhaps in full keeping with her message one should add 😮. Lament of Ur.) If you credit Inanna with some two hundred years conservatively before Enheduanna's time in 2300 and the final coming of the Persians near to 500 BC you have about 2000 years where fear of offending this particular deity remained a real concern.
