Sir like upsc form filling generally start from Feb and ended on March but it requires 21 minimum age but like in July I will become 21 so can I fill the form in Feb of that year ???

I've a big confusion that UPSC should not change age limit to 27 bcoz 2025 will be my first UPSC attempt and in 2025 my age will be 27. Now , i daily thinks if this happen after elections my preparation will may go vain and my dream of becoming IAS also. Sir, plz rply and give me some good genuine and valid suggestions about it. I'll be highly thankful to you.
