How come the Los Angeles Jewish neighbourhoods are outrageously expensive especially the religious ones ?

Because of the location. The orthodox community by and large can only live in areas near Yeshivas, mikvahs, shuls and kosher stores and markets. Most of which need to be in walking distance for shabbos. Especially the shul. Therefore real-estate prices are higher because of the demand of location.
