Doesn't the University of Hartford have a City of Hartford address? So why try to sell it as West Hartford?

The main part of the Campus is in West Hartford, but parts of it belong to Hartford. Also it has a small campus in Hartford's West End as well as an performing arts center in Albany Avenue.
