That's Billy Joel himself in a snippet from his Tell Her About It video which is also on here where the the basis of that video is a 50s singer on an Ed Sullivan type show (as Elvis Presley was at the time too) but because there was no actual video for Billy's version of All Shook Up, they just showed different parts of Tell Her About It's video intermingled with 50s news shots.
