Because the Bullet Club would lay waste to every wrestler and then Kenny would be there to clean it up.
Well that was the case back when Kenny wasn't the leader.
Because 'Cleaner' is a reference to another name for a mafia hitman. When he joined BC they had him placed as their secret weapon to take out the Junior division.
Now he is the head of the mafia but still 'cleans' up in the ring so the name stuck. Plus it fits pretty well.
