When a wall is buffed it should be buffed for writers and be buffed again after a period of time. If you wanna know a damn good way to solve a graffiti problem, make it legal. Legal walls should be in every city, because then we would have a place to paint and nobody would have to worry. Fuckin corporate scumbags.
The graffiti cops are always surprisingly well read with history of graff and seem to have a bit of understanding and respect for the real writers out there. We had 2 old school graffiti task force cops in my city and their list of top writers was the same as any one of our lists. They definitely knew their stuff. That being said, Fuск the police.
