This resembles the abaya (loose body covering), the head neck and chest covering topic in Islam and in "orthodox" practitioners of the Abrahamic faith - taught as a practice of Modesty/Haya and social respect when in the company of others. Modesty of colour choice in clothing too, Modesty in the spending of resources too - to not spend resources in excess and to not wear distracting colours so as to not draw excessive/unnecessary attention away from the attention economy of the group.
Requiring that people wear this type and colour of wig however, seems to be promoting a specific race group and the styling of the hair in the wig seems to be promoting a specific social class.
