The people with the masks are kukeri and they are supposed to scare away the bad spirits.
The men you see in the water jump first for the Christian Cross a Orthodox priest throws it inside the water and whoever gets it he is blessed with health it's every year tradition on "Богоявление" (Йордановден) That's how the day is called! And after that all the men join for a traditional bulgarian dance in the ice cold waters.
