I'm not much of a game developer, but the fact that the cutscene in question was pretty much complete and had full voice acting seems to indicate that by the time it was cut, development of the game was in its very late stages. Very rarely are things cut without reason, as that's basically time, effort, and money down the drain. Something must have happened behind the scenes to cause it to be removed.

But I have seen it said around that the reason it was cut, was that a focus group didn’t like it and so Atlus panicked and cut the Romance part last minute. Which I can’t prove, but would make sense since Yosuke in every other scene is….Yosuke, and so him not having the route is super weird, especially with English voice lines.
Just cause the romance route was cut, does not mean that Yosuke is not bisexual canonically. There are still countless hints in the game pointing to that fact, like his over obsession with masculinity and liking girls to an extreme degree, as well as other weird psychological crap. I saw a video analising him, it was pretty good tbh
I mean, it makes sense that there would be a gay character in a game about “discovering your inner truth and accepting the part of you, you reject”. *cough*

@@jaydencooke1805 Exactly. He had a bit of a crush on Naoto when she was pretending to be a guy, but even after it's revealed she's a girl, he still has a thing for her. He even has her enter the beauty pageant (or maybe that was just in the anime).
