That said, I doubt it was the city's intent to create more incidents for police to respond to, especially unwarranted calls of 'I now own this public pavement because I built a shelter over it.' If business owners refuse to understand the public still may use the pavement, revoke their permits. You may be right about the awning; it depends on what the city's lease allows the owner to do. And erecting this awning, which is a permanent structure and not a retractable canvas one, likely would have required a building permit from the city.
