In Germany, there are traffic signs underneath the traffic light telling you the rules for the right of way. should there not be any signs it turns into a left gives way / right has right of way (rechts vor links) intersection because four way stops are highly inefficient and they desensitize people towards stop signs, as they are reserved for intersections that truly need your full attention-

Ich wurde von einem Stoppschild und einer grünen Ampel gleichzeitig konfrontiert und wusste nicht, was ich machen sollte! When the traffic lights stop working nobody has priority, you did the right thing, slow down and stop, look in every direction and continue when it’s safe to do so. 🙃
@@QiuEnnanthere are actually guidelines: Straight on has priority over Turning left has priority over Turning right But you’re correct that it’s best to act with extreme caution because you can bet that other people won’t be.
In the UK 🇬🇧 we have a lot of mini roundabouts where you give way to your right. I think like the US stop sign system with broken signals we should treat our signals in the same manor as a stop sign OR as a mini roundabout and yield to those coming from the right.
In the US when traffic lights are not working the intersection becomes an all-way stop. This is something that everyone knows.
