With a SHD level of 5312, what do you consider “new to the game”? You put serious time in the game and everything on your build is fully rolled. I’m a casual player from day one of the first Division. I’m currently at SHD 921and Expertise at 5. I’m just getting my gear up to where my “go to” builds are 90% fully rolled. At what SHD level do you believe that this build (minus the rolls) would be sufficient? I’m very curious how builds like this could benefit anyone below 1000 on the watch. Nice video BTW.
The build doesn't need to be full optimised, the key ingredients in this build is the st elmos, due to 20% CHC and 20% CHD on the weapon, the armour on kill etc, these pieces have been in my stash and yes they are fully optimised, but tbh this build is good without having it fully rolled. Just try it bud, that's all I can suggest.
St. Elmo’s is level 90 but it’s a lot of fun to use

I really envy new players. My watch was already 2000 before expertise came out. Would have been nice to grind for everything all at once

Lol I only rerolled it 2x and got it to roll with DTOC
