Keep in mind that the first trailer for season 1 was miss leading and didn't spoil anything for the event of season 1.
The council is dead, but it might have survivors just "dead" figuratively, as can't be in charge of the upcoming events.
It's impossible to predict, but I'm excited for November :)
Definitely, in the German version it says half of you council is dead, I'm pretty sure Jayce survived

I think the discomfort of Vi as an Enforcer is absolutely intentional. That job has been a part of the character's concept since she was first introduced to League, and they could have made it easy to explain with the reveal of her past, but for Arcane they very deliberately gave her a backstory where she despised the Enforcers and would NEVER put on that uniform... except in the most unlikely and dire of circumstances
So what ARE the circumstances that could push someone with such strong beliefs and resolve to become the very thing she has hated all her life?? That's one of the questions they wanted to explore in the show, and I love that

i think is they say people loyal to silco, they talk about silco as an idea of revolution.
rather then silco the person, like in the ideals of him and him beeing an icon for the zhaunites.
like the joker also is an idea in this sense.

When Ambessa says, "Your council is dead," I think she means the political body is dead, not that every single council member is dead. I do expect most of them to die tho, but not all. In the last shot of season 1, the golden plates on Mel's back started glowing through her dress. I'm pretty convinced it's some sort of magical anti-assassination artifact that she got from her cut throat family, to survive political life in Noxus, and she never took it off.

"Your council is dead" doesn't mean that EVERYONE on the council is dead. In fact, it's apparent that Jayce and/or Viktor are still alive. Note that the very first clip in the teaser is seen THROUGH someone's eyes as he or she is groggily waking up from the blast. Also, Caitlyn's new rifle is a Hextech weapon. There are MAYBE three people who could craft such a weapon: Jayce, Viktor, or Heimerdinger. And we know Heimerdinger is in Zaun with Ekko. (Prediction on how Jayce survives, btw: he will be protected by an arcane shield, like Vi was during her fight with Sevika, sourced from the gem he wears in his cuff.)

Don't believe everything you see and hear in the teaser. It's cut and edited be misleading. Also I'm pretty sure the last image of Jinx vs. Vi will be at the end of the new opening credits.
