Internal leaking in the master cylinder was common in Volvos.
You have a brake safety valve on the front left fender just after the brake master cylinder. If one of the circuit fails it valve inside that safery valve will close failed circuit. In order to bleed it again you need to take out switch from top of it and with screwdriver push back the valve in middle position.
i would say the master cyl has stuck valves . easy fix strip it down clean everything and reasemble [ there are two read type valves inside the cylinder that will have either dirt or are just stuck open ] os you are getting no preasure to start with .
2 circuit brake system, no1- 2 front brakes+1rear brake/no2-2front brakes+ the other rear brake!! Think off master cylinder as 2 mastercylinders, the first half off travel is system no1, second half off travel is system no2, if air is in no2 it wil NOT bleed, open all bleed screws and bleed no2 first, then bleed no1!! make sure that bleed screws are working(not clogged) maybe google bleed 140 or check CZcams for help bleeding 140 series (same on 142-144-145)

Are you not getting any pressure when you press the brake or is there just no fluid coming out of the nipple?
I believe its both hence why i need someone to come look at it or get some advice

what do you mean they wont bleed? are they still spongy? or cant you get any fluid from the bleed nipples?
Its spongy and we are getting little to no fluid to come through the bleed nipples
