During these breathing exercises, are we also supposed to pull up on our pelvic floor while we are doing it?

I think more trying to feel it toned throughout rather than pulling up maybe ..

Not really! Focus on the breathing and leave the pelvic floor to do what it will naturally do while you breath ;)

How do I get my belly to move and not my chest? Every time I breathe in , my chest moves but not my stomach.

What if my pelvic floor / perineum still doesn’t move during these deep breathing exercises?

exhale as much as your physically can, and you'll feel it tighten (like you're clenching a turd/holding in pee).
from there, you can let it go on the inhale.
      repeat.

You might not feel your perineum and pelvic floor moving during this breathing exercise and that is Ok! By practising this, You will till be 'working' on getting your pelvic floor more flexible and that is the main goal ;)
