Not really, it would be like 5% of the entire hood destroying the hood while 95% mind their business doing various things. Some will become victims to that 5% here and there but some of that 95% would say "you know how it is" and just accept the magic violence. The prevailing ideology of much of the Hoodwarts would be that Voldemort is to blame for why that 5% act how they act but many of that 95% would not blame Voldermort but free will choice to do anything you want. Despite having magic skill to innovate, create and get ahead, much of the 95% will depend on Hogwarts government to "help" via programs nobody really needs but gets fooled into accepting due to low expectation in magic ability. While some will eventually understand you are in control of your own destiny and leave Hoodwarts, from then on, anytime anyone mentions how to get ahead or why Hoodwarts is failing, outsiders who have no idea or those that are convinced that people there are prone to misbehavior by default as well as Hoodwarts folk will just call them uneducated, racist and trying to appeal to Voldermort.
So nah, it wouldn't be everybody zapping everybody, only a few, but that's enough.
