Possibly, my favorite episode with Luger happened when Harris and Luger as partners responded to a disturbance call. After returning to the station with a purse snatching subject Luger was glowing, the subject was jumpy to Luger, and Harris seemed in shock. Harris briefed Miller about how Luger used old school methods to intimidate a purse snatching. Harris said Luger smacked the guy around and pulled his pistol and threatened to turn him into a eunech! Lol😂
This is awesome!!!!! Not to sound spoiled, but now we need a Best Of for Lt. Scanlon.

My favorite TV character of all time
The best Luger scene was in part one of "Kidnapped" when the department store magnate got taken hostage and Luger starts maundering on about a kidnapping case he caught in the 50s when the victim got cut up into little pieces that were stuffed into mason jars, completely oblivious to the mounting horror of the current victim's own family who are in the squad room overhearing this while Luger starts miming the action of unscrewing a lid during his description.

Gregory was great as Inspector Luger. A gravelly voice and perfect comedic timing. He and Scanlon were my two favorite visitors to the squad.
Luger was my favorite character. He's a genuine New York type that I saw throughout my life in my beloved city.
I'm trying to find the episode where the precinct is short-handed so they have to send Luger out walking a beat. He arrests a pickpocket and roughhouses him 'like in the old days' with Barney frantically pulling him into his office telling him he couldn't do that anymore.
It may be season 3 episode 21 & 22 titled "Strike: Part 1 & 2"

Linden didn't think Gregory would be good at comedy, but admitted he was wrong. All Gregory did was alter the usual stern characters he played, into a buffoon. His best tactic was making the guy oblivious to his own obnoxiousness.

There were some episodes where Luger was hardcore. Before Sipowicz on NYPD Blue. I loved the episode where Luger and Scanlon interacted. Only episode with both of them at the same time.
Needs the scene when Luger stops himself from saying Hi to a transvestite, or when he comes looping into the office high as a kite on his medications---or when he comes back a wreck from calming down a mob of Hasidics. "Hello der, Ag-n-nes..."
He pronounced her name as "Aggoness."
Good stuff, but they needed to show when he was talking about Brownie up in the nursing home, sluggishly talking and shaking when Fish walks out of the bathroom

Luger was Old School Cop , that is what I like about him.
You get the feeling that Luger became an Inspector through the benefit of the Old Boy Network and then basically did the minimum amount for the rest of his life.
