The Swiss arms industry has had these issues with Swiss neutrality to various degrees for many decades.
Asking Neutral countries for weapons is a non-starter because constitutionally these Governments hands are tied, end of.
Me thinks that laws can be changed, bent and not announced, via third party countries etc etc, so it is all about willingness. Your end of is wrong.

The russian wealth fund has already been plundered twice. 3/4 of it has already gone, and was down to $57 Billion in March of this year 2024.
