Out of everything The Vulture has done, the absolute worst is his disrespect of Captain Holt. That man has dragged himself through the NYPD with every hand turned against him and he has 20 times the ability of The Vulture

It's actually a very interesting scene. I'd argue that it's the first time we've seen Holt completely shut down by someone in a higher rank than him. Sure he had Wuntch against him, but their history allows Holt to actually talk back and fight against her. With the Vulture he's got nothing. The writers did a good job by making this an odd scene by watching a very demanding and ruthless leader like Holt get slammed down and silenced by The Vulture. It's a very uncomfortable scene and sad to see Raymond Holt silenced. Good job from the writers and actors who executed this scene
Vulture and Doug Judy are my favourite recurring characters.

Sorry it's so late but this is bugging me. They're both recurring characters, just not main characters. If they were non recurring they would only have had one appearance.
