Yeah but is it that easy to get a gig on fiverr or upwork? You have to have that branding or some kind of boost to get contracts right? How do you get established on these sites?

Everything apart proofreading is a 'skill' and can't be done by an unskilled person. It requires reading the content with its context and it's time to speak the reader. It requires engagement and an eye for details to see minute details like punctuations. Moreover most people don't hire you if you aren't in the content field or editing field.
Even proofreading requires good language skills. Basically every single one of them that this guy mentioned requires a skill at varying levels.
WoW great video! I follow a few of the "Guru" types that say they know the way to do this or that..at the end of the day they are trying to hock their wares. Don't get me wrong it is a good thing they are trying to but when you sink an hour or, more sometimes, into watching 1 video to only find out that it was a sales pitch and contained very limited usable content. Am pretty new to fiver. I recently created an account and set up my first fiver gig after doin some pretty thorough research and bench marking from the seasoned sellers on fiver.
However, upon completing that, I did wait for my gig to be published but I don`t seem to see it upon searching a week after creating the gig. I honestly don`t understand what could be wrong.
The puzzle is more complex since that gig has the `active` tag on it.
Kindly shed me some light on the same.

Personally I have been doing voiceovers in 2 languages for the past..3 years I would guess and I've had around 100 orders during this time. I haven't made much (~$1k+) But still it's very difficult to get to the top for your gig to be even shown to someone even after having a bunch of 5* reviews. As a level one seller, I'd say fiverr is a good side hustle.
I think maybe your prices are too low ! I made 15k USD in 2021 by doing voice overs. Sometimes I refuse people that want everything for 5 USD of course but if you sell commercial rights, broadcasting rights, synchronization etc as side options you can upgrade the income =)
Also using the promoted gigs option is a good way of being on top

However i preferred client satisfaction and building a reputation

I just wanted to find out, if I were to "perform arbitrage", should I, for instance, tell the person offering their logo design service that I am going to help him get clients and therefore make a commission from it, or should I keep silent about it and just be the "secret middleman" in all this? Just afraid I get into trouble somehow.

If doing arbitrage makes you feel guilty because you're "cheating", then DON'T DO IT! With that being said, what you're doing is being a middleman/middlewoman who is promoting someone else's product or services. In my opinion, if you do this middle person arbitrage with the highest ethical standards, then there would be NO problem! Hell, I'd be delighted that an ethical person is promoting my service or product - it's a make-money win/win for both of us!
