      If you are somehow able to create a perfect vacuum, you can only lift a column of water 32.8 feet (9.997 meters) at sea level due to the atmospheric pressure that exists there.

      This is because every rotating body be it a crankshaft or a normal shaft cant be manufactured where the centre of rotation coincides with centre of mass. So this results in vibrations induced in the rotating body which is not preferred as it can cause long term damage to the component which will fail the entire machine.
      Hence, a balancing disc is used which adds point mass to areas where the component lacks mass. This can reduce the vibrations to a big extent but may not be able to eliminate the vibrations completely.
