Entire concept is less vapor or beyond the saturation for unsaturated vapor and that is concept, I am not able to remember if I said , but I hope you understand the whole concept

If you are somehow able to create a perfect vacuum, you can only lift a column of water 32.8 feet (9.997 meters) at sea level due to the atmospheric pressure that exists there. Not sure if you looking for the same, thanks a lot for visiting us

How to off daimper....?
If it is motorized, there will be an actuator which will help to open and close it. In case of manual damper, it has to be closed or open manually. In AHU, it is automatic.
