I’d tighten the hydro filter with your strap wrench a bit. I’ve had them come loose in the past only hand tightening.

Bro, take you some short pieces of pipe just longer than those bolt heads, and weld them to the skid plate so the pipe will wear instead of the bolt head

i was wondering if it was originally used to cover the oil drain access hole and someone got tired of removing it. They just welded it under there for safe keeping.
