Tbf he seeks those roles out. He wasn't meant to be a main character in Breaking Bad but played Gus with such a purposeful personality that it made Vince want to write him into the story. He did something similar with the boys and and in the mandalorian he is basically giving his character it's own backstory at the annoyance of Filoni

That's Isaiah Bradley who tries to assassinate General Ross. One of the few to survive Project Rebirth (when they tried to recreate the super soldier serum in WWII). He hardly got any screen time in Falcon / Winter Soldier. It's cool to see him in a movie, but I was hoping they would give him a tv series or movie retelling his story.
