The pokemon created first was a huge mystery but after looking into it, Mew and Arceus. But it looks like game freak didnt make it that easy.

Some say arceus was never created but always existed. Then formed mew who became the ancestor of all Pokémon as his template. Then he wanted something hard and rigid opposite of his first creation so he made rhydon, afterwards he slept for a while then when he awoke a bulbasaur was there in his dream he had sprouted it from a thought. Then in an attempt to mimic arceus new two was made by humans.

I would have guessed one of the bug pokemon. The whole series is about collecting and fighting different beetles against each other.

Lore-wise true-Arceus was first. True-Arceus then made Arceus (the Arceus we see in the games is a branch of true Arceus) then Arceus made the creation trio and lake trio, then mew, then mew evolved into all Pokémon, except for artificial ones and the two trios i mentioned.

The reality of designing stuff like pokemon (coming from an artist) is very non-linear as I understand it. Mons that were created years ago have been scrapped, but maybe some we’ve never seen will return in a future installment. Maybe some are being made tight now that wont be used for years!
Fun fact: a friend started a randomizer Friendlocke and I asked for one of the Pokémon I get to “be” be the egg. The game happens to be a Sinnoh game and since we were close to it, I requested this new egg me be hatched in the Hearthome church.
