It’s pretty easy stuff to get across state lines. With exception of the guns, you can walk in to an ordinary sporting goods store and pick up most of what he had. The NYPD vest could’ve been a normal ballistic vest with a stolen NYPD patch and the transit vest could’ve been obtained through an online store that sells and prints logos, or an employee that was either negligent, disgruntled, or an infiltrator. Maybe whoever it was had gotten it from a garbage can. People quit all the time. Sometimes, all it takes is timing.
