What are the long term plans in place to ensure water supply?

I originally studied Eviro at UNLV before becoming an Realtor. Las Vegas can go up to 3.2 million population so we can go up another 1 million. The biggest issue is water rigths and usage. 80% of the water goes thru Vegas to California and they use it for fracking. Before fracking we did great. They basically let to much water thru and now they will have to cut the water to the south. They have the funds to bring water in all the way from Canada just like the natural gas line that runs from Canda to California.
