Yes we used to have more freedom; when I was a kid I went to Washington and took a tour, one of the places we stopped was the FBI building and they took the kids that wanted to down in the basement and let us shoot a Thompson submachine gun. Pilots on planes I flew on used to let me fly the plane. When I lived in N.J., we left our doors unlocked. etc.
I live a few miles south of Hawthorne, CA. This area of LA known as the "South Bay" (south end of the Santa Monica Bay) is still a center of Aerospace including: Boeing, Northrop Grumman, Raytheon, SpaceX and numerous other smaller companies. SpaceX's departure is a bad omen.
The bad omens started almost two decades ago when Nissan and Toyota moved their N. American HQs out of California. It continued with many other businesses moving out, including juggernauts like Oracle, Chevron, Charles Schwab and Hewlet Packard just in the past four years. It's a sinking ship that has now entered a doom loop, and only the most progressive companies that have the most influence in the state government will stay....for now.
Hmmm... Let's see... Our operation is in Texas, our rocket motor development and test is in Texas. Why NOT have the control systems and personel in Texas? A less hostile business environment, a more economical place to live and operate, no state Income Taxes, a much more reasonable and less usurious tax strucure... Seems to be an intuitively obvious decision. But we stll can't purchase a Tesla "over the counter" here. Go figure.

An interesting thought. One minor point - once they get to full reusability that should actually be 25 launches and 50 landings since for each launch there needs to be both a booster and a ship landing assuming both return to Boca. Maybe 1 day a week working from home won't be considered a disaster, and perhaps by the time they get to the cadence you mention they might be able to do some streamlining of operations. If whatever ends up as the final tank farm(s) is/are big enough then with more and more pumps and hippos making fuel loading ever faster maybe they can get to a point where the WDR and actual launch could happen on the same day (with a very early start to the road closure). And also, if they get to the point of having 2 towers active (for a while I think it'll mostly be one active tower with the other offline for 6 months to a year for major design upgrades) perhaps they can mostly time things so that a launch and landing are done on the same day which should always be the case with the booster but not necessarily for a ship that might stay in orbit for a day or more. There are always scrubs to throw into the picture that would make things worse than the ideal minimum but with the sort of optimisations I mentioned just maybe they could get closer to only once every 2 weeks for a site closure.
Elon already moved Tesla to Texas. This way his two biggest companies are located in the same state. I think "The Boring Company" is also HQ'ed in Texas. FYI, One of Elon's eldest (twins) children changed his gender to female. She also changed her last name. I don't know if surgery was done or not. It think that it is very hard to see so much money being taken for state taxes when you are spending so much time and money to design rockets.

Elon needs to build a reliable power generating station. There’s plenty of illegals. The TX power company doesn’t care if their customers freeze their ass off or have to burn their furniture. Not everybody can afford a trip to warm up in Cancun.
