Well in the low honor Arthur cutscene, Arthur comes off like he’s saying, “just these guys out of here. There’s no point anymore” he doesn’t really seem all that enthused about what he’s saying and he’s is just telling Dutch, “just do the right thing” to save face.
The difference between low and high honor Arthurs personality is Low - he doesn't care about anyone but still he helps them High - he cares about everyone and he wants to help them

I don't think there's any point if he has a set body timer strapped to his lungs when trying to help lead the gang, that along with the fact that he lost most respect from others due to his condition, but if he were to further press Dutch about this, I'm guessing it wouldn't end well for Arthur here.

I honestly think Arthur’s sickness has a little bit to do of dutches unravelling in the end. If you think about Dutch raised Arthur and sees him as a son. Imagine having to watch your son slowly die with everything else going on
This is weird, I did a save where I was low honor in all the game, and after reaching lowest honor around beaver hollow chapter I speedrunned the honor raising until reaching mid high honor, and I had the dialogue of what you called the low honor version
Dutch was great and sad at the same time. I could see him grasping at the life of an outlaw trying to survive it and keep control of his gang but he made too many enemies along with having a snitch in said gang, he was just doomed to fail we were just witnesses to his proverbial death rattle.
i think the difference is the high honor version said to let them run away but "insist" to let them go that way when the time came, dutch could spin his words and say "i thought you meant insist to leave them dead". but low honor didnt think the sentence out and said "cut them loose" which i think dutch wouldve actually interpreted as leaving them to die

To boil it down, he wanted the Army and Pinkertons to focus on the Indians, example being blaming them for the Brifge blowing up and getting them to help him attack the Oil Factory to get the Bonds and then of course the bridge blowing was the reason the army had the train full of money for the re building of the bridge, if the gang was as strong as Chapter 2 and Arthur weren’t sick, then it could’ve worked, they could’ve just gotten a boat to New York or whatever he was planning… and if the Pinkertons didn’t attack then, I’d say they would’ve packed up and just gotten on a boat to what could’ve been Chapter 7 but that’s not the story they wrote, but that’s what he meant by noise, it’s taken me about 3-7 play throughs to understand this 😅😂😂😂
