Chicago World's Fair, United States of America.
Men tend a large "stratosphere" air balloon which is being inflated by hydrogen gas. Various shots of the balloon being prepared and C/U of its pilot Lieutenant Commander Settle. Shots of the balloon rising lit by searchlights. A technical problem led to the flight being aborted.
Paperwork refers to the balloon as "Picard's balloon" - I think that it should be Piccard.
Note: There are two Piccards - Jean and Auguste. They are identical twins so it is possible to confuse them in some records.

Piccard had done it in 1933. He stated the earth appears flat with curved edges. Thereafter began the acents that never was or could happen which continue to this day..
