The early-late '90s/early 2000s era of PJH is my favorite for her -- "Stories From The City..." being my personal favorite album of hers, especially the duet track with Thom Yorke! I love everything she's done since, but that album is the closest to 5-star perfection she's come in my opinion. "White Chalk" is my favorite album of hers post-"Stories..."
