Thank you for clarifying the difference Between the D.L. and L.L. for reinforcing bars, but to be clarified for the lapping positions , that it will depend on what is the layer working on for lapping, that's mean if the lapping will be done for the R,bars in tension side , then it should be at the mid center
line of the supports while if the lapping is required to the compression side , then it should be at the mid way of the mid span
Lapping is done through basically three methods
1 splicing
2 welding
3 anchoring by mechanical means
Splicing: never splice steel bars greater than 36 mm due to eccentric effect
For direct tension : max of 2Ld or 30d
For flexure tension : max of Ld or 30d
For compression bar: 24d
In no case lapping should be less than ( 15d or 200mm)max

In singly reinforced slab lapping should be at end for bottom rft and doubley reinforced slab lapping should be @mid span for top bars for tension zone we are providing 60d and for compression zone we are providing 50d.

Development length is the length required for the full development of stress in the Steel, and lapping length varies from 50d to 55d from horizontal and for vertical.

Helo, the development length, Ld is counted from the point at which the reinforcement just touches the edge of concrete which is numerically equal to Ld=60*dia of reinforcement (different for different grades of concrete 45d, 50d,60d etc) but you are defining the development length in wrong way........Plz first be confirmed yourself....then then post....otherwise many people are deceived.....
now a days 50d is used for lap.
development length is not what you stated. it is total length of the rebar of column inside the raft for stress transfer. so its a typical L shape in the case you presented.
As someone said to me on site lapping should be provide on middle of column and as you said that bottom or top
