About villain’s character arc even I felt the same but villain got caught red handedly and he didn’t wanted to leave the void so he didn’t had any choice and did what he has done. In climax he revealed it, just to make Sardar vulnerable which made it quite convincing for me.
True. Infact if villain dint meet sardar and revealed what actually happen he would have escape from there. Villain wanted to trap him but he failed because sardar has plan b. It was overall convincing
