They do, but only out of missions
They do when you’re just free roaming, I think missions they don’t get involved, but if they see an NPC attack you while not in a mission they chase the person and try to arrest them, if they shoot they start shooting back at them

Fun Fact: Being a lookout for someone technically falls under a conspiracy charge and is in fact super illegal.

Also adding that driving in reverse and still following the traffic laws is, in fact, illegal as well. Reckless Endangerment, or Driving Recklessly, depends on the city/county in the US.

My ex kept saying they were lovebirds but I think the lead bird knew what it was doing

this entire gameplay was a movie. Niko, real name Kevin, is an infamous criminal who's actually incredibly against committing crimes, but his only friends are all foreign hardened criminals, so he pretends he's one too so they think he's cool. Somehow, he accidentally gets away with heinous crimes and pretends it was all part of the plan
I would watch that movie, preferably features rowan atkinson

That mailman at 28:31 is considered to be one of the most rare NPCs in GTA IV. Also I know this is a long shot but Grand theft Auto IV is one of my favorite games of all time, I wouldn't be mad if Kevin played this a few more times. 😁😁
Also the street lamp fixing npc, there isn't one in the video but the chances are, gta 4 players have seen these 1 time at max because of how rare they are.
Yeah, I couldn't even keep interested in GTA5 more than a couple hours at a time. GTA4 had me going full days w the characters, music, story, and game mechanics
I can't wait to buy GTA 4, it looks like it has so much more shit and the devs actually seemed to give a shit about the stuff in game like combat the phone the computer the story the characters the clothing, etc

You know Kevin, it's actually legal to run a red light or stop sign if your life is literally in danger as long as by doing so you don't endanger another persons' life. Being shot at by a car chasing you qualifies as your life being in danger.

I once did something like this in GTA3, obeying traffic laws, and let me tell you, after a little while the game started to freak out: cars started to crash into me, and there was more fighting and mugging in the streets.
The game can't handle pacifism, apparently.

Recently started a playthrough keeping all crime stats at 0, like no stealing cars, running people over etc.

There's a "chaos meter" that usually levels out to about 25% without player intervention. The player driving recklessly, shooting people and other things raises that bar all the way up. Whenever it's been at 25 for too long though, the AI will actually start trying to raise the average level of the meter. This is present in all the 3d games and also GTA 4, interestingly not GTA 5. I also completely made this up.
This year's Rewind should be nothing but a solid hour of Roman getting kicked in the chest. 6:45

Honestly fits perfectly, practically intended, with the story and your gameplay, that you're stuck between what you're forced to do and trying to do the right thing, just as Niko is, as is perfectly said and shown in the final cutscenes of that last Ivan mission.

I used to play GTA IV all the time during my early teens. One of my favourite things to do was to go to the hospital, barricade the door, & see how many cops I could kill before they managed to get in & kill me 😆
The online was great fun too, even if it was pretty limited. The only way it could've been better is if you could go bowling with other players.
