I don't think the intent is for Joe to be hauled off to court but to sway public opinion. If Congress was honest they’d pass a law requiring everyone in Congress and the President and VP to put all their assets in a blind trust while they are in office. And the trusts are subject to public audit every year with the results published and available to every citizen, including mailing the audit report to the citizens of the representatives district and everyone in the state for Senators and the president.

If House vote passes impeachment, it is just a vote, words 'impeachment' spoken and on paper UNTIL impeachment charges go to the Senate for a trial. The Senate can refuse to take it up or have a trial and votes to convict/remove. DOJ decides to take up charges or not and prosecutes. Senate decides whether or not to hold trial and convicts/removes under impeachment. Which box do you select????

WHEN THERE IS ACTUAL CRIME, THE JUSTICE DEPARTMENTS TAKES THEM TO COURT.. ...i.e. TRUMP. WHY CAN'T REPUBLICANS UNDERSTAND THAT?
Because, Congress has no authority to make arrests, they can investigate, but in the end they have to refer to the DOJ. The DOJ then has to decide whether or not to do their OWN investigation, and from there, they have to chose to prosecute or not. What they CAN do, is impeach. The only way that they can successfully do that, is if they publicly put out enough information as to make it impossible for anyone to stand behind it and NOT impeach. It's a very steep uphill battle, because the Democrats do NOT want to lose power. It's unlikely that there is ANY crime or ANY amount of evidence that they could bring to public awareness that would result in the Democrats voting to impeach Biden, because it would take away their power. This will however, make those elected officials look like part of the criminal cover-up, and hopefully they will then be voted out. Yeah, it sucks, but if the process was easy, the Democrats would use it against Republicans immediately just to seize power. That's why it's so difficult to hold government officials accountable, because if it was, they would all use it immediately to seize power.
