It is a homage to the 1981 movie Cannonball Run, where a Black Countach is present as a protagonist. Hence the Black Countach with the painted speed limit sign (it appears in the movie) on the pre-race banner and the name of the event being “Cannonball”

If I recall it probably was a DLC in original HP? probably why it was not used in others.
Also. This is only gauntlet event where it plays normal music track instead of hardcoded pursuit music. As long 'new interceptor unit' screen does not play and cops are spawned already at start (which probably entirely skips the script of force playing pursuit music)
