There's different setting sprays so you're not technically wrong. The dewy sprays with ingredients like rosewater don't keep your makeup on. They just add moisture and dewiness like you said. But sprays like the Charlotte Tilbury and Urban Decay coat your skin in whatever voodoo they put in it and your skin doesn't move. It's like hair spray for your face. I was shocked using the CT spray it makes your face feel smooth and dry like a piece of paper (weird description but accurate).
