Essentially, for a portion (I am guessing it's fairly small, but I couldn't find out) of any microtransactions (be it hats/guns/taunts) Xsolla takes care of the security, deals banks, and coding for micro-transaction systems for game companies. A badly programmed micro-transaction system could allow for players to hack the system/use other people's credit cards, which would completely destroy any potential profit the game could make/put the developer in giant legal mess with finical institutions. It is easier and safer to make a deal with a company like Xsolla for most game developers/publishers rather than try build a system like that from the ground up.

The reason is that they won't allow more than 3 slots is because of performance issues. Every cosmetic has a lot of polygons and if everyone was allowed more than 3 slots there can be a 25% or more decrease in FPS.
