It's only this year where they added the interactions for all of them besides Widowmaker, meaning probably, she wasn't available. It's also unlikely that the interactions you said was meant for Junkenstein as in the Junkenstein event, proper character names are never said; only their titles. Genji and Tracer also got an interaction referencing Mondatta outside of the event so I doubt it was supposed to be used for Junkenstein's Revenge.
In the Junkenstein event she's referred to as a Will-o'-the-wisp, hence all the ghost references. And torbjorn is a Viking during the event which is why he randomly wants to murder dragons all of a sudden. 😂
