Y'know the whole Galaxy biome was thrown around a lot and I was thinking maybe a second level would work? Like how the sky was above the Volcano! Observatory's scattered around off the beaten path would be cool; kinda like a secret! It'd allow for different planets that you could see that sort of mirror ground level. It could also allow for less crowded areas if logistics are every considered.

In order to make the setting less messy, you could say that this is an alternate universe in which Mario, Luigi, Peach, the toads and the others are the zookeepers that manage this zoo and that the enemies/npcs are all animalistic. In fact Bowser could be like the T. rex in Jurassic Park, the star of the zoo and "king of the jungle" that lives under the volcano.
since most of the mario enemies are pretty much people i would make it more like themed housing *goombas are also sentient btw* your better off making just a full on aquarium since the water enemies are the least sentient of enemies
it'd be quite immoral given the amount of Mario enemies who are sentient

Starting a zoo can help rebuild the populations of endangered enemies that Mario has decimated over the years! I’d go to that zoo!
