    Great insights from your guest. The problem with Real Estate and even Agriculture is PRIMARILY the responsibility of the states! They own land (by the Land Use Act of 1978). The regulation, infrastructure and productivity is largely within the purview of the states and they are often unwilling and uninterested in speeding development up. Nigerians need to pay as much attention to the states as they do to the federal government.
