My wife had a 74 Vette with the 4sp when we met. I couldn't believe how slow it was. So when her and her sister went to visit their parents for the week I slipped in a de camed 400 small block out of one of my race cars. It went from 250 hp to 375 hp. Even with the 355 gears, it perked it right up. When my wife got home I told her I gave her Corvette a tune-up and had her take it for a ride. She was very happy with the tune-up even after I told her it had to run on premium gas.

The only modifications were true duals, a recurve on the distributor and a rejetting on Q-Jet. I think that would qualify under these rules. Bone Stock 185hp /310 torque Pontiac 400 only mines the Auto Th350 so no Overdrive gear.
But it's still a Pontiac 400 so I'm 99% sure that with a few Quick mods and a budget of $5k The clock can be turned back on that '76 400.
Back to say 1970-'71 Era Ram Air 3 Numbers without having to stroke it or bore it out.
Like for example, say we re-jet the stock Quadrajet 4-barrel carb, Port the stock 6X heads for Max Flow. and upgrade to screw in studs over pressed in. Port the Intake and swap in a Bigger hydraulic roller cam with a 114-116 LSA, roller lifters, springs, pushrods, roller rockers, and swap in forged flat top pistons to raise compression from 7.6:1 to around 9.4 and forged rods to replace the factory weak cast ones, balance the original crank, 700R4 swap, shorten the driveshaft, re-gear the rear end for 3.73 posi, longtube headers into free flowing true dual exhaust 3" out the back with some Sticky Drag Radials to hook up.
That should at least make it as fast as a Stock LT1 4th Gen Firebird right? Good for low 14s or high 13s? in the 1/4 Mile.
    What am i missing?
With Poncho engines, it's all about gaining more Torque than horsepoewer because that's what gets you out of the hole at lower Rpms.

Maybe a couple of wires fell off the plugs. But if you look at the races the Corvette ran a faster Mph by a lot every time so the Corvette was not really racing but just following the Pontiac for a leisurely drive.
With a cam, headers, Victor Jr and a holly 750 I was beating BB Mopars with my 74 brown l-82. With a SB 400 mated to the 350 crank it went 165MPH with the stock close ratio Munsey stone crusher.

Too bad those C3 Corvettes didn't run as good as they looked, I think those are the 2nd best years for looks of any Corvette year except for the '63 thru '67 Corvettes. I currently have a 2004 C5 (not a Z06)with automatic and 3:15 axle, the specs say 13.3 @ 108 in 1/4 mile.

My dad's girlfriend had a 78 TA 6.6 auto in 1980. I thought it ran pretty decent. Never took it to the track but it would do just shy of a 100 in the quarter by it's speedo if you manual shifted it. Maybe it had been modded a little before she got it, as she bought it used and it did have Cragers and meats on the rear. I thought it was bad ass at the time. I still like the look and handling of that generation.

Mid-'70s and 1980s were a bad time for muscle cars as their V8s were significantly toned down from the factory due the infamous 1973 oil crisis. Their engines need to be modified to wake them up to their real potential. At least they still LOOK nice!
