thank you, all i had to do was right clear "repair" and it fixed it!

Bumping for this comment. Just hitting repair and then restarting fixed it for me. I had both x64 and x86 (2015) so I repaired both before restarting my PC. Didn't have to actually uninstall nor download a separate .dll file.

I just had both 2015 to 2019 AND separate versions installed side by side which broke Cyberpunk and other games. So i deleted the ones after 2013, and reinstalled the combo 2015-2019 and it worked.
