Lighting incense, tying red bracelets in Cambodia

When we were walking around near the Royal Palace in Cambodia, we came across a sight we don't see often. As far as I can gather, it was a public place of prayer and the man tying the ribbon is some sort of religious figure.
Aside from that, I'm really not sure what it is. Definitely a neat thing to see though.
