It is not. It's very cheap for Germans and students from EU countries. At my university 164€ per semester (6 months). If you are not from the EU you have to pay 164€ + 1500€. If you are German and you and your parents can't afford for you to study (especially if you have to pay rent) then you can get bafög from which you can pay the 164€. Bafög is at max 700€ I think. And you have to pay back a maximum of 10000€. So one could argue that it is free for some, it is definitely not free for all students.
To call it a near death experience is a bit over the top. The most he would have gotten was a couple of broken fingers. What happened was more startling than it was deadly.
