All depends on preference and situation. Can be GM, or coach, or even someone else and it can happen before or after or during. Things are absolutely crazy for a lot of teams on draft day and information is being processed and changes made up until the final seconds. Plenty of players have gotten calls that they were being drafted a minute before the official selection and it didn't happen because a change was made after the call or even just before but word hadn't made it to the person giving the player the call.
